BERLIN—Germany on Wednesday announced a further phasing out of its lockdown, putting itself at the front of a group of large European countries that are feeling their way back toward economic normality after slowing the spread of the coronavirus.

Schools, restaurants and hotels will be able to reopen in coming weeks across the country subject to safety and hygiene measures, according to an agreement reached between the country’s 16 states and the federal government of Chancellor Angela Merkel.
