"The challenge is to clearly communicate that INSW's scenarios for Blackwattle Bay were developed separately and not in parallel to DPIE's [Department of Primary Industry and the Environment] Pyrmont Peninsula Place Strategy," the document reveals. Last month, Infrastructure NSW released several blueprints that would see the site rezoned so towers taller than 40 storeys could be built.
