Normally on a sunny spring day, the Arbory dining precinct, overlooking the Yarra River near Princes Bridge, would be heaving with office workers and tourists toasting each other and saying "this is the life".

Mr Andrews reiterated on Monday that restrictions set to ease on October 19 would probably relate to social activities rather than businesses.However, management of the two Arbory precinct venues – the Arbory Bar and Eatery and the Arbory Afloat pontoon – are resolutely optimistic.

The venues have not yet ordered food, nor are they taking bookings, but Ms Larkins said there had been more than 1500 inquiries by email alone.

Well woooweee. I too would yearn to attend. But I want it to open sustainably. Hang in there. Don’t sink the ship for a ha’porth of tar.
