Typically patches are released in the evening Eastern time, but with the timing lining up with World Circus Day there may be a chance it releases slightly earlier in the day, as you would hope Valve would have everything prepared well in advance.as the release date thanks to many of the recent patches launching on a Thursday. However, the synergy with World Circus Day seems too good to pass up, so tomorrow seems much more likely.
