Southern California has seen a resurgence of dirty air in the last few years, one that has sharpened the divide between wealthier coastal enclaves with cleaner air and lower-income communities farther inland with smoggy air.

The most notable setback has been with ozone, the lung-damaging gas in smog that builds up in warm, sunny weather and triggers asthma attacks and other health problems that can be deadly.

By the end of this year, California regulators must present the federal government with a plan demonstrating they are on track to slash ozone pollution. Officials say it will take billions in spending to meet smog-reduction deadlines under the Clean Air Act. But no one knows where the money will come from.

Smog has eased considerably across the region compared with decades ago. The gains are particularly dramatic in areas closer to the coast such as L.A.’s Westside and downtown, which are now largely spared persistent unhealthy levels of ozone pollution. It’s another story farther inland, where communities such as San Bernardino continue to suffer more bad air days, elevated smog levels and some of the highest asthma rates in the state.

“We’re not seeing the same improvements as people living near the coast,” said Anthony Victoria of the Riverside County-based Center for Community Action and Environmental Justice. “When you’re in San Bernardino you look toward the mountains and it’s not clear. You have layers of smog you can see in the sky. You have people with asthma struggling to breathe, and it’s a devastating thing.”

how about placing air filters on top and mid, low to adsorb the smog, but also increase trees, making fans that produce wind by solar, tall building reduce air flow, the socal CARB is fake, 100K veh for 1 min launch

Getting rid of regulations to protect environment will make things worse

I am surprised hybrid engines aren't mandated yet. Old trucks bealching smoke are gross too. Can apply 2 stroke engines.

What a big shock, they want to raise taxes again. Climate change legislation seems to be nothing more than taxes on the middle class.

The City of Los Angeles is at least 40 years behind on improving their freeways. It is so bad commute times are triple or worse what a drive to and from work should be. The corruption & incompetence of city management is the greatest cause of pollution in LA.

It will fluctuate. The air will get clean then dirty again a few years.

Too many people stuck on long slow moving commutes. Priced out of LA county to Riverside, San Bernadino, Orange and further. The once crystal clear skies of the desert area near Palm Springs now hazy most days. Thanks City Planners. You don't need more, you need less people

one easy thing to do is eliminate use of leaf blowers. they are far more polluting than anything else yet get no attention whatsoever. why is that

Amazing that Houston with the energy & chemical industry there, painfully crowded freeways, bigger port and less regulations does better, but as the article points out weather and geography are huge factors in our air pollution.

AirQuality is better at the ocean (always true), but that is not the REAL issue! It's the over-whelming amount of UNREGULATED air particulates from leaf blowers (nearly 1/2 emissions) & VOCs from 2ndhandsmoke; untented construction; suntan aerosols & scented household products.

The wealthy always win, especially here in CA. 'Diversity is our strength' is a myth, they really don't care about the lower income areas.
